When I make a webpage in Hyperpublish, a scrollbar always appears on the side, even when the page is not longer than the screen. In that case it is empty and just takes up space. How do I get rid of it? Horizontal scrollbar: Even with a practically empty page and a table with three collumns set at 33% each (3x33%=99%) the page always comes out a bit wider than the screen. How do I avoid that?

3 x 33% doesn't means 99%. these data are normalized to the table percent (first tab, Table >Properties) additionally, please be sure you are using the Style [nostyle intab] for the paragraph that does contain the table (or set the ruler left and right margins to 0) As for the vertical scrollbar, it won't be shown on Web if the page is not long.
