I have read previous posts on the topic webpages on different screen resolutions, basically so that anyone will view the site properly regardless.  How can I be certain that my pages are set accordingly.  what would I look for under page properties , etc..

To create a webpage that will be good on any screen resolution you should:
 
1) read the Chapter "Graphics and paging pages" of the PDF or paper manual, and learn the tricks
 
2) use the tricks, then test your web pages - this is very simple, open the browser NOT at full screen, then resize the browser width (you can do this with www.visualvision.com, or also with this forum). If when you move the page width, the page remains "decent", then the page is ok for any resolution
 
So, there are no "properties" to be set, it is all your homework. With a bit of experience you will learn how to design a page in order to be mostly correct.
 
You may take a look at these 2 examples in order to learn some tricks:

(they are ZIP compressed; download on the desktop, with XP click in order to enter the compressed folder, then Copy the file with the right mouse button, then go to the desktop and Paste the file - right mouse button; then double click the pasted file and it will open in EWE / 1site )
(without Windows XP you will need the free winzip www.winzip.com )
