Should I use load frame set layout, and pick one from the 1st site program. or can I simply from a new page, create my page with tables and content.? your advice is appreciated.

You are not forced to use an existing or preconfigured layout.
You may create one then copy it.
 
Also you are not forced to use frames.
 
Frames are very useful and are implemented in a very efficient way: in order to learn them at best, please see the Chapter "Frames" within the PDF manual. There are step by step examples with images (it is useful to print the manual, sit down in front of the PC, and replicate the examples)
