I would like to Insert a Framed window to the right of an Inserted
Jpeg, can be the same height as the Jpeg next to it.

I want it to display formatted text such as Club News and other
messages, scrollable up and down only, by making sure that
the text lines in it do not exceed the width of the frame.

Create a 2 column table, first column insert JPEG, second column, insert >floating frame. :-)

Thought that might be the answer. Also found an old HTML-3 book
which mentions Frames and Framesets.

Might be a good idea to use Framesets for the more static part of a
page layout ?

And then will come a YABB BB and Perl. More to learn ! Thanks Aldo ;)

Inserted another table in the righthand column to let me have my way with the column header. No matter what I try I can not stop the table rows in that column wrapping when using the IE. Displays O.K. in the EWE Editor / Viewer. Only one row left in that column now, can't delete that one. Check www.bristolaero.btinternet.co.uk

I have all table properties set with a "Fixed Width !

The alternate rows colors I used suddenly disappeared and could not be edited in the individual rows although I did so earlier. Decided to get rid of that table in the righthand column and start again but can not find a "Table Delete" or CUT.

The Header Banner, a Html-Page in a floating frame, keeps disappearing in the EWE and needs to brought back to life by paging up and down ::)

Are inserted Images supposed to change proportionally when dragging their corners ? Set to "Percent" in Properties.

P.S.: You said "insert a Floating Frame". Did not do that, thought a table more appropriate for what I want to do there.

Tables are usually the best way for doing things in the Web world.
Floating frames are nice, but they don't work on some Netscape Navigator, so you should avoid them.
It takes a bit of patience to figure out how to obtain a particular effect with tables (always use % tables, and not fixed ones, if possible), but with some attempts and a bit of practice you will become a fast and good Web-maker ;-)
