First you create an anchor (put the cursor somewhere, then use Insert >Anchor or SHIFT+F5). Then you select a text block and you use "Insert >Special link". Then first tab for links within the same page / frame. You can also link to an anchor that's present within another page / frame. First select the destination page, then within the preview you will be able to click on the anchor (this way you will select the anchor as link destination).
