The links on Google take you
to find the hcw403.exe program, but when you get to the 'msdn website' all I get is "can not find program",
or some thing like that.

I found the hcw403.exe at:

I am also trying to get: htmlhelp releases 3.0.9

May be it's just me.

I have listed below the links that I have tryed to get the programs from, but had no luck.

WinHelp, HtmlHelp

all the pages also in HtmlHelp. Choose “File >Export ...

Actually 3.0.9 refers to the HyperPublish version, not HTMLHelp.

Both programs (WinHelp and HTMLHelp compilers) are included within the CD edition.
