I'm creating a CD with a feedback form.  If the user is offline and fills out the form, can the form data be saved then transmitted when the user connects to the internet?

Not automatically.
 
But If you choose the "save" tab (form start marker) the form content can be saved on disk as text file.
Then the end user may manually send the text file (e.g. as email attach).
 
This is used for some School-tests CDs created with CDFe
