Emulate an existing web site

Hello, I have a client who recently redesigned their website and essentially wants a CD that is a mirror of this site with all products, links, etcetera. I explained that I can emulate the site using CD FrontEnd by using tables in linked pages so that the CD behaves like the site being surfed, but I cannot directly pull the PHP and HTML code from the site and burn it to a CD so that a non-connected person could browse the site. I believe I could do this in the reverse way by designing a CD and then posting it to a host. I showed him some source code behind an example page to illustrate how a browsed page functions. Am I correct in this? Is there a tool that would allow me to transfer an existing site to a CD for offline browsing? Thank you.

no, you can not do this and pull html / php. all what is php is something that comes by complex programming on the server.
